How to Check Your Philhealth Contributions Online

Have you ever been in a situation where you want to know the status of the payments of your contributions on your law-mandated government contributions? I do. And just like you, I did wonder on how I can do it online without the hassle of visiting SSS, Pag-ibig, or Philhealth branches or satellite offices.

In this post, I will be telling you on how you can check your PhilHealth contributions online. You just need your computer or mobile device and internet access to do so.

Philhealth online inquiry website is where you need to login with your assigned PIN and password to check your contributions. If you still do not have one, you just need to register by visiting the registration page which is https://memberinquiry.philhealth.gov.ph/info/validate.php. You need to input your Philhealth number and other basic information on the fields provided on the registration form and confirm the security code provided.
**Tip: For those who have suffixes on their name (Jr., III, IV, etc.), just like mine, if you have no success upon submission of the form where you put your complete first name (e.g. Juan Jr.), try to input your first name without the suffix and hit submit the form.

Word of advise as well, make sure to remember the security questions and answers that you chose since this is important in the future when a time will come that you might forget your account or password.

After registration, you will see a prompt just like the image below:
Then, check your email to activate your registration. If you successfully activated it, you will be redirected to a PhilHealth website with a confirmation message prompt:
And there you go! You can now go back to the login page and input your assiged PIN and password to see and browse your contributions.

PNP Lateral Entry Related Laws and Memorandum Circulars

The PNP was created by operation of law and is under the administrative control and operational supervision by the National Police Commission (NAPOLCOM), which is attached to the Department of Interior and Local Government (DILG) for policy and program coordination. NAPOLCOM issued circulars on the standards for the lateral entry program of the PNP and there are also laws on where it is based, which are listed below:

  • RA 8551: PHILIPPINE NATIONAL POLICE REFORM AND REORGANIZATION ACT OF 1998
  • RA 9708: AN ACT AMENDING PROVISIONS OF RA 6975 AND RA 8551
  • NAPOLCOM MC 2005-006: FURTHER CLARIFYUNG THE PHYSICAL AGILITY TEST (PAT) FOR LATERAL ENTRY IN THE TECHNICAL SERVICE OF THE PHILIPPINE NATIONAL POLICE (PNP) WITH THE RANKS OF POLICE INSPECTOR AND POLICE SENIOR INSPECTOR
  • NAPOLCOM MC 2011-005: AMENDING THE PRESCRIBED SEQUENTIAL PROCEDURES INTHE PROCESSING OF LATERAL ENTRY APPLICANTS INTHE PNP AND THE GUIDELINES ON PROBATIONARY PERIOD AS PROVIDED FOR UNDER NAPOLCOM MC 2008-006
  • NAPOLCOM MC 2013-005: PRESCRIBING ADDITIONAL QUALIFICATIONS FOR APPOINTMENT VIA LATERAL ENTRY OF DOCTORS OF MEDICINE, MEMBERS OF THE BAR, AND CHAPLAINS AS POLICE SENIOR INSPECTOR INTHE PHILIPPINE NATIONAL POLICE (PNP) TECHNICAL SERVICE, AMENDING FOR THIS PURPOSE SECTION II OF NAPOLCOM MC 2008-006
 
These are the only resources I was able to search over the internet which are publicly available. It is hard to gain other sources specifically command circulars from the PNP and other resolutions by the Lateral Entry Board (LEB). My only intention in posting this is to have a general knowledge on how the conduct of lateral entry is executed and what are the qualifications.

PNP Minimum Qualifications

Before anything else, for those who are asking why the PNP recruitment is enforcing to have height and age requirement for its recruits, PNP is actually just following what the law has mandated as stated under Sec. 30 of R.A. 6975, Sec. 14 of R.A. 8551, and Sec. 1 of R.A. 9708:

"SEC. 30. General Qualifications for Appointment. – No person shall be appointed as officer or member of the PNP unless he or she possesses the following minimum qualifications:

"a) A citizen of the Philippines;

"b) A person of good moral conduct;

"c) Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health;

"d) Must possess a formal baccalaureate degree from a recognized institution of learning;

"e) Must be eligible in accordance with the standards set by the Commission;

"f) Must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the Government;

"g) Must not have been convicted by final judgment of an offense or crime involving moral turpitude;

"h) Must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female;

"i) Must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his or her height, age, and sex; and

"j) For a new applicant, must not be less than twenty-one (21) nor more than thirty (30) years of age: Provided, That except for the last qualification, the above-enumerated qualifications shall be continuing in character and an absence of any one of them at any given time shall be a ground for separation or retirement from the service: Provided, further, That PNP members who are already in the service upon the effectivity of Republic Act No. 8551 shall be given five (5) years to obtain the minimum educational qualification preferably in law enforcement related courses, to be reckoned from the date of the effectivity of this amendatory Act: Provided, furthermore, That for concerned PNP members rendering more than fifteen (15) years of service and who have exhibited exemplary performance as determined by the Commission, shall no longer be required to comply with the aforementioned minimum educational requirement.

"For the purpose of determining compliance with the requirements on physical and mental health, as well as the non-use of prohibited drugs, the PNP by itself or through a NAPOLCOM accredited government hospital shall conduct regular psychiatric, psychological drug and physical tests randomly and without notice.

"After the lapse of the time period for the satisfaction of a specific requirement, current members of the PNP who will fail to satisfy any of the requirements enumerated under this Section shall be separated from the service if they are below fifty (50) years of age and have served in Government for less than twenty (20) years or retired if they are from the age of fifty (50) and above and have served the Government for at least twenty (20) years without prejudice in either case to the payment of benefits they may be entitled to under existing laws."

Therefore, it is by operation of law that the PNP has set these standard minimum qualifications. Without enactment from Congress of any changes, it still remains effective. So please stop complaining that PNP is promoting discrimination because they are not as they are only following what the law has set. Truth be told, if you've been to any PNP barracks, you will see personnel who have physical defects that are organic personnel of the PNP as Non-uniformed Personnel (NUP). The PNP is also actually lenient with the sexual orientation of its personnel.

PNP Lateral Entry: Written Competitive Examination (WCE) - IT Officer

PNP Lateral Entry CY: 2017 - 2nd Cycle WCE for aspiring IT Officer was conducted last April 29, 2018 at Camp Crame Elementary School. As per the information I got, there are 245 applicants who are qualified to take the exam but, only 211 applicants took the written competitive examination, and only 20 passed - originally (passing score is 70% as per NAPOLCOM MC 2008-006).

The exam is a multiple-choice type and composed of 150 questions: 50 of which are general knowledge and the remaining 100 are questions relating to the field of expertise (IT). The general knowledge varies from recent events and news that affect the country in relation to the PNP, international events still related to the country such as the Miss Universe 2018, questions related to the government, and questions about the 1987 constitution. Below are some questions that I remembered which are included in the exam about general knowledge(though not exactly as it was, but the question itself answers what is needed to be answered):

  • Who is the the Miss Universes 2018?
  • What is not included in the PNP anti-drug operation?  (the list include: oplan tokhang and oplan double barrel, oplan double barrel reloaded - I can't remember the other one which is the answer)
  • The new PNP Chief is:
  • What is not a Constitutional Commission on the list? (COMELEC, COA , CSC, CHR - Answer: CHR)
  • Who is the Transportation Secretary?

On questions relating to IT, I was lucky enough since majority of the questions are about networking, firewalling, and cyber security which at the time is my line of work. There also include questions relating to computer hardware, operating system, and programming. Personally, I do believe that the coverage for computer hardware, operating system, and programming will be included in the succeeding upcoming WCE for the next batches and what will change is the set of questions for a certain field (networking, system administration, cyber security, infrastructure, multimedia, etc.).

How to be an IT Police Officer in the Phillipines

(**NOTE: Recruitment for CY-2017 2nd-Cycle for unfilled quotas has already been finished. This is for informational purposes only.)

Like every other organizations, be it private or public, everyone needs to have an Information Technology arm right now to handle all technology related concerns in this time's rapid technological advancement. The Philippine National Police (PNP) conducted its recruitment for the 2nd-cycle under calendar year 2017 for IT Police Officer last March 19, 2018.

The following are the qualifications set:

  • Graduate of any IT related Bachelor's Degree
  • With Electronic Data Processing (EDP) Specialist Eligibility or Career Service Professional
  • At least 21 years old but not more than 30 years old upon oath taking for civilian applicants and not more than 46 years old for PNP member applicants
  • Be at least 1.62 meters in height for male applicants and 1.57 meters for female applicants
  • Weight not more or less than 5 kilograms from the standard weight corresponding to his/her height, age, and sex
  • Civilian applicants must have at least three (3) years as practicing IT Professional
  • For In-Service applicants: must have at least a rating of "Very Satisfactory" (VS) in the last two consecutive rating period.

 I am a civilian applicant so I adhered to the mandatory requirements that are set for civilian applicants which are:

  • A- Civil Service PDS (Revised 2017 - click here to download) with latest I.D. picture
  • B- PSA Birth Certificate
  • C- Authenticated Copy of Diploma/T.O.R.
  • D- Authenticated Copy of Eligibility/ies
  • E- Authenticated Copy of Certificate/s of Training and Certificate/s of Employment
  • F- Passport size picture taken within six (6) months in white background with name tag (computer generated picture is prohibited)
  • G- Undertaking of non-pending case (click here to download)
All of the above mentioned mandatory requirements are attached to a plain-red long folder with transparent tabbing. The front part of the folder includes a label on the top-middle with "PERTINENT DOCUMENTS FOR LATERAL ENTRY (IT OFFICER)" and complete name at the bottom-middle. Then the first page is the table of contents page (see image below). After that a plain long bond paper with the transparent tabbing "A" attached is placed on which the corresponding documents for "A" are to follow after the A page; completing all the requirements with the same positioning as the table of contents.
Lastly, though the submission place was included in the announcement, I highly suggest you submit it personally if possible so that it can be checked by the secretariat in real-time for corrections and modifications of your application folder and not send it via courier.
